Its a common sense la. If the bags are helping you get the groceries sold and out the door they are your resposibility almost as much as they are the consumers. This should apply to more than just grocery bags. If you are selling batteries and flourescent light bulbs (with mercury in them) you should provide a place to recycle them. This should go all the way back to the manufacturer. Consumers have to know. I can only imagine how many hidden recycling containers there are in the backs of these stores already.
